In its most basic terms, human security provides protection for every individual across the globe. Human security also has the potential to refocus national defense and to address the shifting threats facing America today. The appointments of Hillary Clinton as Secretary of State and Susan Rice as the US ambassador to the United Nations, both of whom have expressed support for developing human security. There are five steps policy makers must take for human security to be an effective addition to national defense, which entail: make a unified flexible national security budget. create an American definition of human security, design a national development strategy, create accurate metrics to monitor effectiveness, and re-engage the international community in human security projects. If these steps are taken, then America will more effectively meet the multifaceted threats facing her today.
